However, Maharashtra said at a high-level meeting on Sunday that "the unwritten code" of Class 12 students should be strictly tested and that the governments of Delhi and Kerala should propose vaccination of students before the exams.
According to sources, the CBSE has recommended that tests be conducted between July 15 and August 26 and the results to be announced in September. The board also suggested two options: conducting standard tests for 19 major subjects at accredited institutions or conducting short tests at schools where students are enrolled.
The department sought detailed proposals in the provinces on May 25. Sources say most states are favoring the second option while others want to combine both options.
CBSE has already canceled Class 10 board exams and announced another marking policy. The April and May engineering entrance exams for JEE-Mains have also been postponed.
Board exams, usually held in February-March each year, have been scheduled for May 4.
After Sunday's talks, the Union Minister of Education said, "The meeting was very fruitful as we received the most important proposals. I have asked the state governments to send me their detailed proposals on May 25. our last at the beginning. "
"I would also like to say that the safety of students and teachers, security, and the future is very important to us. While broad consensus has been reached between the provinces and UT regarding the testing, they have been asked to investigate the matter and submit their response," he added.
The minister said the decision would be taken on June 1.
Defense Minister Rajnath Singh chaired a key meeting convened to decide on Class 12 board exams and subsequent entry exams postponed due to the second wave of COVID-19.
Union ministers Smriti Irani, Prakash Javadekar, and Sanjay Dhotre also attended the meeting, with the exception of education ministers and secretaries of many countries and union areas.
According to sources, the first proposed option was to conduct tests at institutions selected for 19 major courses.
“Subject testing can be based on performance in large subjects. This can be done if the three-month period is clearly and securely available on board. "August is probably the last month to write the exams and the whole process is likely to continue until the end of September," the source said.
Explaining the second option, the source said, “These tests can be done twice by the board depending on the situation. If a student is unable to appear due to any COVID-related issues, he or she will be given another opportunity to write the exams. "
“The tests will be 90 minutes instead of three hours and will be conducted at the same schools where students are enrolled. Questions will be the purpose of the answer and be very short. Students will have to appear in one language and three elective subjects, ”the source said.
The deadline for this option is the first phase of the tests from July 15 to August 1 and the second phase from August 8-26.

The vast majority of students and parents have been demanding the suspension of board exams. The hashtag “cancelboardexams” also appeared on Twitter as the meeting progressed.
Delhi Deputy Minister Manis Sisodia said his government was not in line with the CBSE-tested options to conduct tests and continue the process without vaccinating students would be a big mistake.
Maharashtra Education Minister Varsha Gaikwad said the choice of a "non-registration" exam for 12th graders should be strictly considered keeping in mind the speculation that children are at risk of developing new strains of coronavirus.
The Tamil Nadu government has recommended that tests be conducted after the COVID-19 situation calmed down in the country.
"Like other provinces, Tamil Nadu also wanted to conduct Class 12 board exams as it played a key role in decision-making about student work," School Education Minister Anbil Mahesh Poyyamozhi told reporters after the meeting.
Karnataka's Minister of Primary and Secondary Education, Suresh Kumar, said it was important to do the Grade 12 exams for students to enjoy.
Odisha Education Minister Samir Ranjan Dash said the tests could be done after the situation improved or could be stopped.
"The state is also busy preparing for the next hurricane, we will make a decision soon," he said.
Punjab Education Minister Vijay Inder Singla said in difficult times, the safety and security of students and teachers should be a priority for the government and every step should be taken. The minister recommended that tests be conducted on only three elective subjects.
